Parliament has the power to create laws that make the local government system work properly. These laws can limit how many political positions local governments are allowed to have. Local councils can be given authority to pass their own by-laws and regulations for their areas. The same way district governments are structured must also be used at lower levels like sub-counties and parishes, with any needed adjustments.

Subject to the provisions of this Constitution, Parliament shall make laws relating to local government for the purpose of giving full effect to this Chapter.

limiting the number of political offices that may be created by local governments;

enabling councils to make laws, regulations or other instruments for the administration of their areas of jurisdiction;

requiring that with appropriate modifications, the system of government as it operates at the district level shall apply at the lower levels of local government units.

Without prejudice to the general effect of <span class="underline-gradient ref" data-tippy-content data-ref="206:1">clause (1)</span> of this Article, Parliament may make laws—
