(1)Civilians shall be employed in the police Force in the following manner'
(a)senior civilian established officers shall be appointed by the Public Service Commission on the recommendation of the Police Authority;

(c)the Minister shall, by statutory instrument, in consultation with the Police Authority, make regulations prescribing'

(2)Without prejudice to the generality of subsection (1), a civilian may be employed on any of the following terms'

(c)on contract; or
