Every citizen has the right to take part in a political system that is open to everyone and not based on political party membership. Leaders must be chosen fairly based on their personal ability, not their connections. The government must be transparent and accountable to the people. You can access any leadership position if you have the right skills and follow the rules. Parliament can make laws to uphold these principles, but the system is meant to include all Ugandans equally.

The movement political system is broad-based, inclusive and non-partisan and shall conform to the following principles—

create organs under the movement political system and define their roles; and

prescribe from time to time any other democratic principle of the movement political system, as it may consider necessary.
