Rights and duties that existed under old laws before this Constitution continue to exist. Any powers the President had under previous laws now belong to the President or to whoever this Constitution gives them to. Any legal rights, debts, or responsibilities the Government had before are still valid and still apply. This means the Government remains bound by its old obligations, and you can still hold the Government to those promises or claims.

any right, prerogative, privilege or function which under the existing law vested in the President shall vest in the President or other person or authority as is specified under this Constitution;

any right, privilege, obligation, liability, or function vested in or subsisting against the Government by or under an existing law shall continue to so vest or subsist.
