Every district in Uganda has a Resident District Commissioner (RDC) chosen by the President. To be an RDC, a person must be a Ugandan citizen and have the same qualifications as a Member of Parliament. The RDC's main job is to check that central and local government services are working well in the district. The RDC also leads the district security committee, which is responsible for local safety and security. The President or Parliament can give the RDC additional duties. This means the RDC acts as the President's eyes and ears in the district to ensure services and security are properly managed.

There shall be for each district a resident district commissioner who shall be appointed by the President.

For a person to be appointed a resident district commissioner he or she shall be a citizen of Uganda and qualified to be a member of Parliament.

to monitor the implementation of central and local government services in the district;

to act as chairperson of the district security committee of the district; and

to carry out such other functions as may be assigned by the President or prescribed by Parliament by law.
