You are a public officer if you hold or temporarily fill a government job that is paid from the national budget or from money approved by Parliament. The public service includes any civil government work where your salary comes directly from the government's main fund or from funds set aside by Parliament. This definition affects rules on ethics, conflicts of interest, and accountability for government employees. It means your duties and legal obligations as a public officer are tied to how your job is funded.

“public officer” means any person holding or acting in an office in the public service;

“public service” means service in any civil capacity of the Government the emoluments for which are payable directly from the Consolidated Fund or directly out of monies provided by Parliament.
