The President or someone they authorize can sign treaties and agreements with other countries or international groups. However, Parliament must pass laws to decide how these agreements are formally approved and accepted. This means no international deal becomes binding on Uganda without a process set by elected lawmakers. You can expect that any agreement your government makes with other nations will eventually be reviewed by Parliament, giving citizens a voice through their representatives.

The President or a person authorised by the President may make treaties, conventions, agreements or other arrangements between Uganda and any other country or between Uganda and any international organisation or body, in respect of any matter.

Parliament shall make laws to govern ratification of treaties, conventions, agreements or other arrangements made under <span class="underline-gradient ref" data-tippy-content data-ref="123:1">clause (1)</span> of this Article.
