The President calls and leads meetings of the Cabinet. If the President is absent, the Vice President takes charge. If both are absent, a Minister chosen in writing by the President runs the meeting. The Cabinet itself decides how its meetings will work. This rule makes sure the government can keep making decisions even when the President is away.

Cabinet meetings shall be summoned and presided over by the President and in his or her absence, by the Vice President or in the absence of both of them, by a Minister designated in writing by the President.

The Cabinet shall regulate the procedure of its meetings.
